Planning Board Public Hearing – 11/3/2011
Please take notice that the Town of Ancram Planning Board will hold a public hearing on Thursday November 3rd, 2011 at 7:30PM at the Town Hall 1416 County Route 7. Under consideration is an application by Mr. Thomas Miller, who is seeking approval for a minor subdivision to divide and existing 6.11 acre lot into two lots, one of 3.10 acres with an existing house and an unimproved lot of 3.01 acres. All persons wishing to comment on the application will have an opportunity to do so.
Financial Advisory Council
The Ancram Financial Advisory Council (FAC) was established by the Ancram Town Board to provide financial analytic support for the Town Board and Town Supervisor and to provide independent public oversight of the town’s financial management process. The FAC also participates in the preparation of the annual budget, annually reviews the Town’s insurance policies and reviews the Town’s financial reports on a monthly basis. The FAC meets once a month on the fourth Thursday of each month at 5 pm at the Ancram Town Hall. Town Board Public Hearing (2012 Preliminary Budget) – 10/20/2011
The Ancram Town Board will hold a public hearing to solicit public comments on the 2012 Preliminary Budget at 6:45 pm on Thursday, October 20 at the Ancram Town Hall, 1416 CR 7, Ancram, NY 12502. copies of the 2012 Preliminary Budget will be available from the Town Clerk at the Town Hall Wednesdays, Thursdays and Saturdays 10-12.
Zoning Ordinance Revisions (Adopted 10/20/2011) – Public Notice
The following summarizes Town of Ancram Zoning Ordinance revisions adopted by the Town Board on October 20, 2011: A) Open Space Conservation Subdivisions: Section V(I) of the Town of Ancram Zoning Ordinance entitled “Residential Cluster Development” has been deleted and replaced with a new section entitled “Open Space Conservation Subdivisions”. Section V(I) establishes requirements for 60% open space, standards for site design to protect open spaces and critical environmental features, a process for detailed site analysis, and protection and maintenance options for open space. This section shall be the required site plan review process for all major subdivisions. B) Site Plan Review: A new section XIII entitled “Site Plan Review” has been added. This amendment establishes procedures and development standards for commercial structures, major and minor subdivisions, and certain single-family homes. It details uses requiring site plan approval and those that are exempt. It includes a process for application and review by the Planning Board including sketch plan, public hearing, referrals to other agencies, submission requirements, parameters for decision-making, and development standards. It requires use of the open space conservation subdivision process for major subdivisions, and establishes siting guidelines for minor subdivisions. The amendment also establishes a one-meeting, abbreviated process with development criteria for certain single and two-family residences not part of a subdivision, certain agricultural structures, and certain agri-tourism operations. Single-family homes not part of a subdivision will require site plan approval by the Planning Board only when certain features exist on the parcels, such as steep slopes, regulated wetlands or streams, or if the parcel is adjacent to an active farm operation, contains a protected ridgeline as may be identified by the Town, is proposed to be 3,000 square feet or greater or is used for farm worker housing.
ZBA Public Hearing – 9/1/2011
Please take notice that the Town of Ancram Zoning Board of Appeals will hold a public hearing on Thursday, September 1, 2011, at 7:30 p.m. at the Town Hall, 1416 County Route 7. Under consideration is an application by Dawn and Charles Westcott, who are seeking a special use permit to construct a non commercial wind turbine on the lot 96 Ballymount Road Millerton, NY 12546. All persons wishing to comment on the application will have an opportunity to do so.
Special Joint Meeting – 8/23/2011
Town of Ancram Special Joint Meeting: At 7 pm on Tuesday, August 23, there will be a special joint meeting of the Ancram Town Board, the Ancram Zoning Board of Appeals and the Ancram Planning Board for a preliminary “pre-application” discussion of a proposed cell tower installation. The purpose of the meeting will be to review the basic outline of the proposed cell tower project, discuss the proposed location of the cell tower, and to respond to any questions that may be asked by the board members present.
Zoning Ordinance Revisions (Adopted 7/21/2011) – Public Notice
The following Amendment to the Zoning Ordinance of the Town of Ancram, New York was adopted by the Ancram Town Board on July 21, 2011:
The “Zoning Ordinance of the Town of Ancram, New York,” is hereby amended by changing the number designation of old Section IX entitled “Amendments” and substituting a new number designation so that, as amended, the Section will have the following number designation and title: Section X “Amendments.”
In that same section, now renumbered, old Section IX, Sub-Section F entitled “Publication and Posting” shall be deleted in its entirety and substituting in lieu thereof the following new Sub-Section F entitled “Publication and Posting”:
F. Publication and Posting
Every Amendment to the Zoning Ordinance, including any map incorporated therein, adopted in accordance with the Town Law shall be entered in the minutes of the Town Board; a copy, summary or abstract of the amendment, exclusive of any map incorporated therein, shall be published once in the official newspaper of the Town; and
a copy of such amendment together with a copy of any map incorporated therein, shall be posted on the Town’s official website and in the Office of the Town Clerk. Affidavits of the publication and posting thereof shall be filed with the Town Clerk.
Zoning Ordinance Revisions (Adopted 7/21/2011) – Public Notice
The following summary highlights features of the Town of Ancram Zoning Ordinance revisions adopted by the Town Board at the July 21, 2011 Town Board meeting: Section I. Title and Scope: Amendments update the purpose statements to ensure consistency between the zoning ordinance and the Town of Ancram Comprehensive Plan. Section VII. Administration and Enforcement: The amendment creates the position of Zoning Enforcement Officer, identifies ZEO powers and duties, addresses appointment and qualifications for a Deputy ZEO (if appointed), and for an Acting ZEO. It also addresses stop work orders and compliance orders, and specifies a process to investigate alleged violations of the zoning law. In addition, the amendment addresses ZEO recordkeeping, program review and reporting, violations, appearance tickets, civil and criminal penalties, and injunctive relief. Section VIII. Zoning Board of Appeals: This amendment enables the ZBA to hear appeals of actions not only by the Building Inspector, but also by the Zoning Enforcement Officer and Code Enforcement Officer. It provides for appointment and activation of an Alternate Member, requires training for members and alternates, and identifies causes for removal of board members. The amendment lays out procedures and requirements for appeals, provides for default denial if the ZBA does not decide within prescribed timeframes, and specifies approval criteria for use and area variances. Section IX. Planning Board: This amendment identifies Planning Board jurisdiction and authority, including decision about special use permits. It explains member appointment, terms, and training; provides for appointment and activation of an Alternate Member; requires training for members and alternates, lays out decision-making procedures; and provides for default approval if the Planning Board fails to act within established timeframes. This new section coincides with NYS law, including reference to the jurisdictional limits of the Planning Board. Section XI. Interpretation and Application: Legislative Intent amendment improves coherence and makes intent compatible with purposes in Section I. The Non-Interference and Precedence sub-section clarifies this ordinance’s relationship to other laws. The Violation sub-section has been deleted because the updated, expanded Violations sub-section is now part of Section VII, Administration and Enforcement. Separate Validity text remains the same. Effective Date text was amended to coincide with NYS law. A new sub-section explains the purpose and standing of Reader’s Aid Boxes that now appear throughout the zoning ordinance. Section XII. Definitions: To accommodate changes to Sections IX, X, and XI, Definitions that previously were at Section XI will now be at Section XII.

Please take notice that the Town of Ancram Zoning Board of Appeals will hold a public hearing on May 11, 2010, at 8:00 pm at the Town Hall, 1416 County Route 7. Under consideration is an application by Alexia St. Claire for a special use permit in order to locate a chicken coop for the raising of chickens on the property at 1350 County Route 7 in Ancram. In addition, the applicant will seek an area variance to site the chicken coop closer to the property lines than is permitted by the Town’s zoning regulations. All persons wishing to comment on the application will have an opportunity to do so. Abutting property owners are Noel Markey, Elizabeth and Wendell McKee, and Erol Kulahliaglu.
